Authority Submissions & Project Management
Authority submissions in Singapore to URA, BCA, SCDF, PUB, NEA, LTA, JTC and HDB, plus M&E tender and submission management, including CORENET X.
A building project in Singapore can need approvals from several agencies. Each has its own codes, forms and timelines. Deneed prepares and manages the M&E side of these submissions, and the tender documents that go with them.
| Authority | Where M&E typically comes in |
|---|---|
| URA | Planning permission and change of use, where M&E plant affects massing, rooftop use or GFA |
| BCA | Building plans, environmental sustainability (energy) requirements, Green Mark |
| SCDF | Fire safety works: plan approval, Minor A&A lodgement, Fire Safety Certificate |
| PUB | Water services, sanitary plumbing and drainage |
| NEA | Environmental health and pollution control, e.g. kitchen exhaust, cooling towers |
| LTA | Works affecting road reserves, vehicle parking provision or rail protection zones |
| JTC / HDB | Landlord approval for tenant works in JTC and HDB premises, before or alongside authority submissions |
CORENET X
From 1 October 2026, submissions through CORENET X's gateway process are mandatory for new projects of 5,000 m² gross floor area and above. Smaller projects may opt in. See what CORENET X changes for M&E submissions.
Project management and tender
- M&E specifications, bills and tender documents.
- Tender calling and evaluation support.
- Tracking each submission's status, so that one late approval does not hold up the whole programme.
