PE Endorsement (Mechanical)
Review and endorsement of mechanical drawings, calculations and test reports by Er. Jessica Yip, PE (Mechanical), for Singapore authority submissions.
When a Singapore authority asks for a Professional Engineer's endorsement on mechanical works, it is asking a named person to take legal responsibility for the design. Er. Jessica Yip, PE (Mechanical), PEB Reg. No. 5498, reviews and endorses mechanical building-services work with that responsibility in mind.
What a mechanical PE endorsement covers
- Air-conditioning and mechanical ventilation (ACMV): layouts, ductwork, equipment schedules and the load and ventilation calculations behind them.
- Fire protection and smoke control: sprinklers, wet and dry risers, hose reels, mechanical smoke control, pressurisation and fire dampers submitted under the Fire Code.
- Plumbing, sanitary and drainage: plans that PUB requires a Qualified Person to submit.
- Testing and commissioning: review and approval of test reports before completion.
- Tenancy M&E design: review of a tenant's M&E proposals for landlord and authority approval.
How the work is approached
- Scope first. The first question is whether an endorsement is actually required. Some works are exempt, some qualify for a simpler lodgement, and some need full plan approval. You should know which before you commit to fees.
- Read the drawings and calculations. Check them against the codes that apply: the Fire Code, SS 553, SS 554, PUB's codes of practice, and the landlord's requirements.
- Raise comments early. It is cheaper to resolve a design question on paper than through an authority's written direction.
- Endorse and support. Endorse the submission, then help answer authority queries until approval.
What to prepare
- The architectural layout (current and proposed) and the building's approved fire safety plans, if available.
- Equipment data sheets and the contractor's design calculations.
- Landlord, MCST, JTC or HDB requirements for the premises.
- Your programme. Authority processing time belongs in it.
What an endorsement is not
It is not a rubber stamp. Under the Professional Engineers Act 1991 the endorsing PE answers for the design, so expect questions. The questions protect you as much as they protect the engineer.
Frequently asked questions
Does every M&E change in Singapore need a PE endorsement?
No. Some minor works qualify for exemption or a simpler lodgement route. Whether yours does depends on the scope, the building and the authority, so the first conversation should be about scope, not fees.
Can a mechanical PE endorse electrical works?
No. PE registration is branch-specific. Electrical works need a PE registered in the electrical branch, and licensed electrical workers where the Energy Market Authority's rules apply. Deneed coordinates electrical matters separately.
