When do you need a mechanical PE in Singapore? A plain-English guide

Which building works in Singapore need a Professional Engineer (Mechanical), which may not, and the questions to ask before you engage one.

"Do we need a PE for this?" is one of the most common questions in Singapore building projects, and one of the most expensive to get wrong in either direction. If you engage a PE you didn't need, you pay fees for nothing. If you skip one you did need, you may face a stop-work order, a failed inspection or a written direction from an authority.

The principle

Under the Professional Engineers Act 1991, only a registered Professional Engineer with a valid practising certificate may supply professional engineering services in Singapore. Separately, each authority's legislation decides which works need plans prepared or endorsed by a Qualified Person, usually a PE in the relevant branch. The question is never just "is this engineering?" It is "does the regulation for this work require a QP?"

Works that typically involve a mechanical PE

SituationUsually involvesAuthority
New building or major A&A with ACMV, sprinklers or smoke controlMechanical design and fire safety plans endorsed by a QPSCDF, BCA
Changes to sprinklers, risers, hose reels or smoke control in a fit-outFire safety works: exemption, Minor A&A lodgement or plan approvalSCDF
New or altered sanitary plumbing and drainageSanitary plans submitted by a QPPUB
Car-park or basement mechanical ventilationVentilation design to SS 553 and the Fire CodeSCDF, BCA
Commercial kitchen exhaustExhaust design plus fire protection of ductsNEA, SCDF
Testing and commissioning before completionT&C reports reviewed by the QPSCDF, BCA

Works that often do not

Minor A&A works are a middle case. They avoid full plan approval but are still lodged by a QP. They are faster and lighter, but not PE-free.

Which branch?

PE registration is branch-specific. A mechanical PE endorses mechanical works such as ACMV, fire protection and plumbing. Electrical installations need an electrical PE, and licensed electrical workers under the Energy Market Authority's rules. Structural changes need a civil (structural) PE. Many projects need more than one.

Five questions to ask first

  1. Is it a fire safety work at all?
  2. If so, is it exempt, Minor A&A, or plan approval?
  3. Is it truly like-for-like?
  4. Whose approval is it: the authority's, the landlord's, or both?
  5. Which PE branch does it belong to?

We explain each in Before you engage a PE. If you are still unsure, ask a PE. A good one will tell you if you don't need them.

Frequently asked questions

Do I need a PE for renovation works in Singapore?

Only if the renovation includes works that a regulation says must be prepared or endorsed by a Qualified Person, for example fire safety works, sanitary plumbing or structural changes. Purely cosmetic works generally do not, but check landlord and authority requirements.

What is a Qualified Person (QP) in Singapore?

A Qualified Person is the registered architect or Professional Engineer appointed to prepare and submit plans to an authority and to supervise the works. For mechanical works the QP is usually a PE in the mechanical branch.
